PPP Model
The experience that can drawn on by companies that have grown in the traditional way can present new avenues and create new opportunities. It was this that enabled Brantner Waste Management to implement the first PPP model in Slovakia, in 1991. Since then, the PPP model has become a vital part of the range of services that are offered in all countries.
The term Public-Private Partnership (PPP) is used to describe a partnership-like cooperation between public authorities (e.g. municipal bodies) and private enterprise. Brantner Waste Management recognised at an early stage that a decline in public funding led to a range of functions being opened up in municipal areas. Thanks to its many years of experience, the company was well placed to fill these functions, in a modern and forward-looking way.
PPPs and joint ventures offer advantages to all those involved:
Municipalities
- Funds are released for the budget transfer of ownership.
- Right to codetermination and supervision for municipal bodies despite transfer of ownership.
- Regional procurement is maintained.
Investors
- Utilisation of existing structures and application of legal requirements.
- Independent management decisions (with a majority in the association).
- Conversion to "GmbH" (limited liability company) or "AG" (stock corporation):
The benefits of the PPP model in the field of municipal services include:
- Permanent codetermination and supervision rights for the town.
- Utilisation of synergy effects.
- Optimisation of cost conditions.
- Good liquidity in the joint venture.
- High degree of acceptance in the local population.
- Utilisation of existing regional structures.
- Added value for the region.
The practical experience gained by Brantner Waste Management in the field of PPP models has demonstrated, in every regard, that a long-term partnership has greater benefits for the both the public and private sectors than any other system.
